Rethinking the Cost of Water


– In the very near future despite having above average rainfall, the Philippines will have the second lowest per capita freshwater in Asia (UN).

The situation is worst in Metro Manila, with housing projects being built in the water shed area, increasing pollution, underground aquifer levels dropping rapidly, and the proliferation of numerous illegal deep wells. There are 45,000 deep wells nationwide, but only 18,000 are allowed by virtue of water permits. Of the 3000 deep wells in Manila only 1200 have permits. (NWRB) In 1990 ground water extraction in Metro Manila of 970,000 cm3/day exceeded the natural recharge rate by almost double, while Metro Cebu was 60% higher than the recharge rate.

  Many of these deep wells are already experiencing salt water intrusion, especially those in Cebu. 58% of ground water supplies have been tested as having fecal coliforms and pesticides from agricultural runoff. And I have serious reservations about the quality of filtered water from refilling stations; In 2000 over 80% of vended water came from municipal connections, many illegal, and don’t tell me they are monitored closely in a country that cant even stop people from cutting down trees or ignoring stop signs.

   17 million Filipinos use and drink water that could make them sick. Approximately 1 million cases of water borne illnesses like typhoid, cholera, diarrhea, are recorded each year with deaths from gastrointestinal diseases increasing ten fold since 2002 (WHO). The majority of these are unnecessary deaths are among the poor due to lack of funds for treatment.

 The Asian Development Bank (ADB) estimates that the government would need P92 billion just to bring water to an additional 14.3 million Filipinos by 2015.  If no new resources were established the present supply of water will only supply 20% of the nine major urban centers water needs in 2025.
